    I think it's important that "anoint" and "consecrate" are almost always used together in this passage. Simply anointing something--just putting oil on it, in other words--means nothing in and of itself; the main thing is that it's a tangible way of associating that object with the sacred, of showing that it's being set apart for worship or service or whatever. By the end of this passage, both the structure and those who serve in it have been set apart like that, so the Lord's presence will be with the people wherever the tabernacle goes.
