Numbers 15:

v. 17-21 Is the teaching about tithing, thankfulness for God's provision, both, or neither?

    Num. 14:21-23 What's the consequence?

I think these are related. What's at stake in verses 16-19 is God's reputation, especially among those who are not of the nation of Israel. What's at stake in verses 21-23 is God's integrity in dealing with His chosen people. He must punish wrongdoing, but He will also keep His promise to make Abraham's line into a great nation. He can do both by making the nation out of the people who had not sinned through their rebellion and disbelief.
