Here, as in 18:19, we see the other side of the covenant. God promised to do His part way back in 12:2; now we see what will be expected of Abraham (and, by extension, expected of us). I don't see this as changing the rules in the middle of the game. Rather, I think it's an example of God putting the puzzle together one piece at a time, increasing our understanding bit by bit as we're ready to receive it.
Obdedience is big, but part of God's grace is spurring us on to obedience. Of course, the reason Abraham's offspring will bless the nations is because Jesus comes from his offspring!
